  1. In a small bowl, whisk together soy sauce, rice vinegar, hoisin sauce, and cornstarch. Set aside.
  2. Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the chicken pieces and cook until browned and cooked through, about 5-6 minutes. Remove the chicken from the skillet and set aside.
  3. In the same skillet, add the remaining tablespoon of vegetable oil. Add minced garlic and grated ginger, and cook for about 1 minute until fragrant.
  4. Add bell pepper strips and snow peas to the skillet. Stir-fry for 2-3 minutes until vegetables are crisp-tender.
  5. Return the cooked chicken to the skillet. Pour the sauce mixture over the chicken and vegetables. Stir well to coat everything evenly.
  6. Cook for an additional 2-3 minutes, stirring occasionally, until the sauce has thickened slightly.
  7. Stir in the toasted cashews and cook for another minute.
  8. Serve hot over cooked rice, garnished with sliced green onions if desired.
